Abstract

This study investigates the factors influencing open banking adoption in Taiwan by integrating the Technology–Organization–Environment framework with the Analytic Hierarchy Process method to construct a grounded model. Drawing on insights from 20 experts and 264 potential users, the research offers perspectives from both organizational and individual levels. Security concerns consistently emerge as a critical determinant of adoption. In the early market, support from the government and senior leadership play an indispensable role in successful implementation. In addition, social influence, attitudes toward open banking, and perceived behavioral control significantly shape adoption intention. Security concerns influence attitude, while support from the government and top management influence perceived behavioral control. Our results have practical implications for banks, policymakers, and stakeholders seeking to foster a sustainable open banking ecosystem in Taiwan.
