In this study, we argue that ICT-based community development can be conducted as research, enabling innovators to create and implement contextually suitable ICT solutions to address community problems and generate local knowledge useful for future community development endeavors. As such, this paper presents research-in-progress aimed at developing guidelines and best practices for conducting community development using Action Design Research (ADR) as a suitable research methodology. Drawing on a dataset of 800 community development projects in Indonesia, we employ retrospective case studies on eight selected projects to study how successful projects were conducted by ICT innovators, aiming to develop guidelines for using ADR in community development. Our study aims to contribute both methodologically and practically to the ongoing global efforts in ICT-based community development.
