Abstract
In an increasing number of contemporary socio-technical environments, the central problem
is not the transmission of information, but the governance of institutional communication:
who is entitled to say what, to whom, under which mandate, with which consequences, and
under what conditions of accountability.
The distinction is not semantic. It is architectural.
