Abstract
The Unavailability of Judicial Information Systems (UJIS) is one of the most common processes in the justice system. This paper builds on the Process Tokenisation Model for the public sector to empirically evaluate whether blockchain is an adequate or optimal solution for UJIS processes, assessing its suitability for tokenisation. In summary, UJIS processes proved suitable for tokenisation, which brings confidence, offering benefits such as reduction of intermediary steps, trust enhancement, and immutability. As a result, the proposal included a Hyperledger Fabric private blockchain with a Raft consensus, smart contracts, and RESTful APIs. Theoretical contributions include expanding the discussion on tokenisation in the justice field and the empirical confirmation of existing knowledge regarding tokenisation. Moreover, governments and decision-makers will find valuable and practical contributions in the TO-BE proposal, as well as guidance on selecting the most appropriate process for tokenisation.
