Abstract

The paper aims to evaluate the Digital Government Collaborative Platform (DGCP) prototype, which is designed to improve the collaboration between citizens and the government to address environmental issues in Sri Lanka. Value-sensitive design (VSD) method is adopted by the DGCP design. Current research lacks methods of evaluating a VSD artifact that is designed and aligned with human values. Supported by the Framework for Evaluation in Design Science Research (FEDS), we conducted an ex-ante evaluation with the stakeholders. The results show that the stakeholders are satisfied with the prototype features along with their usefulness and ease of use. The paper contributes new knowledge on performing an empirical evaluation of a VSD artifact. We also emphasize the importance of evaluating design requirements that are aligned with human values as an essential activity at the prototype stage for safeguarding human values incorporated into the final design.
