Abstract

The potential of Open Educational Resources (OER) in the context of higher education has already been recognized but has not yet been fully realized at higher education institutions (HEIs). Maturity models can help organizations assess their own status in relation to a particular topic. To assist HEIs regarding OER, an initial OER maturity model for HEIs was developed and evaluated in previous research. Using a Delphi study, the paper builds on the previous evaluation results and the individual components of the model are refined towards a final maturity model for OER in HEIs. In this context, an expert panel consisting of 14 people evaluates the existing dimensions and levels of the model in several rounds until a consensus is reached. The aim is to reveal a final maturity model that can be operationalized and is thus ready for practical application.
