Abstract
This research -in-progress investigates the ethical entailments of metaphorical language in Artificial Intelligence (AI) legislation. While metaphors help our understanding of complex technologies, they can also limit discourse and sidestep critical ethical issues by privileging certain understandings over others, leading to epistemic harm. This study will conduct a comparative, qualitative metaphorical analysis of the European Union’s AI Act and the United States’ National AI Initiative Act of 2020. By iden tifying and analyzing the assumptions embedded in prevalent metaphors in these acts, such as anthropomorphic “human -like” frames versus object -oriented “tool” frames, the research aims to explore how this language shapes legislative approaches to ethical i ssues like accountability and liability. The paper will contribute to the ethics of AI and the social construction of technology literatures by exploring how metaphorical frames influence our regulation of emerging digital technologies
