Abstract
How do emerging R&D organizations evolve into ecosystem orchestrators within the global innovation system? This study addresses this question through a longitudinal case of the National Institute of Biological Sciences, Beijing (NIBS), tracing how a science-driven organization transforms into a cross-boundary innovation ecosystem. The study divides the development of NIBS into three stages: the single-point breakthrough period (internally clustered ecosystem), the outcome transformation period (industry-research network ecosystem), and the ecological crossover period (cross-border open ecosystem). In terms of evolutionary logic, NIBS has successfully achieved a cross-dimensional upgrade from a scientific research “experimental field” to a global participant in innovation rules through innovation in interaction mechanisms (from the de-administrative PI system to a benefit-bound transformation model, and then to data-intelligence-driven cross-domain collaboration), optimization of resource allocation (from targeted government investment to a deep coupling of capital, data, computing power, and other factors), and upgrading of value creation (from accumulation of academic reputation to leading the global biomedical industry’s new quality productive forces). This study not only refines a theoretical model of NIBS’s “research-industry-ecology” synergistic development, providing micro-level support for the life cycle research of new R&D institutions, but also offers an internationally competitive policy reference for China to build a modern industrial system and improve its national innovation system.
