Abstract
This study explores the digital transformation of cross-border vocational education through the Luban Workshop model, focusing on China-Bangladesh collaboration under the Belt and Road Initiative. While prior research emphasizes policy and institutional frameworks, limited attention has been given to the role of digital technologies in enabling scalable and sustainable industry-education integration. This paper develops a conceptual framework that positions digital platforms and AI-enabled learning systems as key enablers of transnational vocational education ecosystems. Drawing on platform theory, digital learning ecosystem literature, and vocational education internationalization, the study proposes a multi-level model linking digital infrastructure, industry participation, and learner engagement to talent development outcomes. The framework highlights how localized adaptation and technology-mediated collaboration can address skill mismatches in emerging economies such as Bangladesh. The paper contributes to the electronic business literature by extending platform-based ecosystem logic into vocational education and offers practical insights for policymakers and institutions seeking to digitalize international education cooperation.
