Abstract

It is against the backdrop of global digital transformation that the role of the government as an orchestrator of the innovation ecosystem is indispensable in shaping digital innovation through policy design and coordination of strategic resources. The present paper develops a coupled evaluation system of PMC-SBM. The Policy Modeling Consistency (PMC) index is applied to measure the quality of the policy structure, and a super-efficiency SBM-Malmquist type of model is used to evaluate the efficiency and the dynamic evolution of the allocation of innovation resources. The analysis will look at the relationship between policy structure and allocation performance as opposed to making a strict causal identification claim. The results may be recapped in three areas. First, the quality of the science and technology innovation policies of Beijing is fluctuating in the pattern of rise-decline-recovery-contraction. Second, technological advancement dominates the total factor productivity growth within the innovation ecosystem, but the scale- efficiency channel is relatively weak. Third, in the period 2023–2025, digital governance regulations intensified, and the coincidence of stronger governance requirements with declining efficiency is consistent with a short-term compliance-cost crowding-out effect. Overall, this study highlights the tension between “governance intensification” and “innovation vitality” in digital transformation and offers evidence-based implications for building a more resilient innovation ecosystem.
