Abstract
This paper introduces a framework with four quadrants that illustrates the connections between ICT, transformative processes, and developmental outcomes in the ICT4D context. The framework helps researchers identify key areas for analysis and emphasizes both individual and collective aspects of ICT's impact on developmental processes.
