Abstract

Critical Infrastructure Organizations (CI-Os) face many challenges and are intrinsically linked to government and government policy due to the types of services provided. For CI-Os to respond and adapt to the impacts of aging assets, population, climate and cyber threats at local and national levels, and to maintain uninterrupted services, they must be capable of making informed decisions. A review of the literature has shown that Digital Twins (DTs) are used to support decision-making within CI-Os. Less is known about the use of DT to serve management across all management levels. This paper develops a framework to assess the state of a CI-O’s structure and readiness to guide and support DT use in operational, strategic, or tactical decision support. Qualitative research will be conducted to scope decision support usage of DTs within CI-Os, and an action design research approach will be utilized to merge theory and practice to develop a robust working framework.
