Abstract
The secondary use of health data allows for the exploration of clinical data for research, innovation, management, and health policy development. With the digitalization of healthcare systems, this approach enables personalized care, optimizes resource management, and drives innovation in the sector. However, the implementation of secondary use of health data faces complex challenges of an ethical, legal, technical, and economic nature. This study analyses the challenges and opportunities of this practice both in Portugal and the European Union (EU), using an interpretivist approach based on interviews with recognized experts in the field. The insights gathered allowed for the identification of key barriers to its adoption and supported recommendations for a more effective implementation.
