Social media can help the police in many ways: engaging the local communities, sharing information and knowledge that could protect the community, help catch suspects, and find missing persons. However, inappropriate use could backfire, mislead people, and cause unexpected consequences such as rumors, misinformation, distrust, and hatred. Given the increased use of social media by the police and the rapid changes in technology, there is a need for more studies in this area including the study of both positive and negative aspects. This research aims to deepen and broaden the current understanding of negative aspects of social media use by law enforcement agencies using cultural-historical activity theory to better understand, control, mitigate, and prevent its undesirable consequences. In this research, we use the Vancouver riot in 2011 as a case study to show how we can identify the negative use of social media through the lens of activity theory.
