Description
This article presents the core value streams conducive to digital transformation (DT) in public administration, as well as related success factors critical to fostering DT, that are proposed on the basis by a four-round Delphi study with experts from European Union (EU) institutions. Core value streams are incorporated into the initial framework designed for DT in public administration and include: shaping and communication of DT offerings, designing of DT offerings and stakeholders’ engagement, deployment and promotion of DT offerings, and, the improvement and innovation of DT offerings. In addition, DT transversal value streams specific to stakeholder groups were identified. The obtained results significantly contribute to the development of the scant research of the issue so far, and, constitute the foundation of the practical operationalization of DT plans aiming at successful DT in public administration organizations.
