Abstract
A research agenda is a critical component of literature review papers in the field of information systems (IS). Yet, existing methodological discussions provide limited guidance on how to systematically develop the research agenda within literature reviews. This paper introduces a dual complementary framework designed to support the development of compelling and impactful research agendas. The framework comprises two different but complementary approaches: the gap-spotting-and-filling approach and the problematization approach. The gap-spotting-and-filling approach focuses on identifying underexplored phenomena, underutilized theory, and untapped methods. The problematization approach encourages scholars to critically interrogate the taken-for-granted ontological, theoretical, and methodological assumptions embedded in the reviewed articles. This study advances the methodological discourse on constructing standalone literature reviews through offering both conceptual inspiration and practical guidance for intellectually developing future research agendas.
