Abstract
With pervasive digital interconnectivity, the limited perspective of the separate organizationis increasingly causing social problems while opportunities remain unrecognized and are thereforebeing missed. Complementing more or less traditional IS, a disciplined approach is urgently alsorequired for information exchange/traffic at the scale of society. Analogous with civil engineeringproviding for physical infrastructure, I’ve labeled it civil information engineering or management.Whereas civil as in civil engineering originated as a departure from military engineering, civilinformation management should right away orient itself at civilization, i.e. supporting civic values andcivil rights. Please note that infrastructure is not confined to material resources. Especially forregulating (information) traffic, infrastructure includes the legal framework, rules, procedures,etcetera. Illustrating civil information management, several themes are explained from aninfrastructural perspective: authenticity, activity, authorization, audit trail, and archiving.
