Abstract

Florida is one of the six states where the population was undercounted during the 2020 U.S. Census. The census population count plays a pivotal role in shaping government representation and the distribution of federal assistance. Consequently, population undercount impacts demographic equality, potentially leading to inequitable distribution of resources. The Census Bureau estimates that Florida has an undercount of 3.48%. The Census Bureau provides a state-level undercount estimate but not county-level estimates. To estimate county-level undercount, we generated a methodology to measure the undercounting index for Florida at the county level. The undercount estimates indicated that urban counties such as Miami-Dade, Broward, Palm Beach, Orange, Hillsborough, and Duval had the highest undercounted populations. However, rural counties have a greater percentage of undercount than urban counties. We developed a Tableau Dashboard for nonprofit and philanthropic organizations to explore and view the spatial distribution of undercount analysis results.
