Abstract

The access to information, in the public sphere, is considered a fundamental right and it is advocated in declarations, conventions and laws. This study is inserted in this context and uses a checklist to identify and explore problems of transparency in existing websites. This checklist is based on checkTrans, where some actions were excluded and some were customized. 30 websites were evaluated through the execution of predefined tasks, observing if they work as the actions suggested by the checklist. The quantitative analysis of the results exhibited evidences of a relation between the quality of the institutions and how their websites complied with checklist suggestions. This analysis also indicates transparency problems in all of the analyzed websites and suggests some corrective actions.
