Abstract
Recognizing the ever-evolving roles of humans in the development, implementation, maintenance and oversight of Artificial Intelligence (AI), this study examines the current literature to gain a greater understanding of decision making thus far as well as make predictions and recommendations for further actions regarding AI. As such, a governance structure (framework) has been created, supported by the literature available and demands of the industry, to answer these pertinent research questions, namely what the role of humans in the implementation of AI and the development of rules for the use of AI is. As the EU, and soon to be a number of countries, implements AI strategies and governance, it is necessary to understand what aspects may fuel further innovation and understanding of AI, and which may create greater fear. While research must continue as these policies are cemented, a general understanding is beginning to emerge.
