Abstract
Low-code development platforms empower citizen developers to develop software quickly and with minimal technical expertise. However, entrusting software development to novices risks substandard software quality, shadow IT and technical debt. Drawing from 30 interviews with citizen developers and low-code platform experts, we offer guidance for governing citizen development to address these challenges. We emphasize the crucial roles of technical experts and platform-specific functionalities in governing citizen development and demonstrate how citizen development governance diverges from conventional software development governance.
