Abstract

Digital inclusion is a key political response to address digital inequalities related to access, skills, and confidence with technologies. Yet, we contend that solely focusing on inclusion obscures the persistent and systemic nature of social and digital e xclusion. This paper advocates for an interdisciplinary approach, drawing from philosophical and sociological theories to define digital exclusion, to analyze new social spheres in the digital era, and the overlapping between digital inclusion and exclusio n. We outline a research agenda based on our review of the current literature on digital inclusion, our examination of the notion of boundary in anthropological philosophy, and of the determinants of social exclusion in sociology.
