Abstract
While the international community promotes the implementation of e -government as an anti -corruption measure, effectiveness of such initiatives in developing countries , still requires investigation. Our study concerns the implementation of a customs IS in Cameroon . We have conducted interviews with international organizations and international trade professionals at the port of Douala. In IS, generative mechanism has been conceptualized in several ways. We have chosen the affordance theory. At the beginning our research question was how explaining the persistence of petty corruption in e -customs but we came to realize the importance of the international data grab and data colonialism
