Abstract

Higher education institutions (HEIs) are in a unique position to promote re-silience and sustainable development by integrating Open Educational Re-sources (OER) and digital technologies into their curricula. The aim of this paper is to explore how such integration can foster the development of green skills and strengthen institutional resilience, aligning with the UN Sustainable Development Goals (SDG 4 and SDG 13). The goals of the study are to analyse the transformative potential of OERs and digital tools for sustainability education, to identify institutional mechanisms that support their effective adoption, and to propose a strategic framework that enables HEIs to systematically embed sustainability competencies into their teach-ing and learning practices. Building on a systematic review of scholarly literature, international policy frameworks, and documented outcomes from Erasmus+ projects between 2015 and 2025, the study combines conceptual analysis with case-based evidence to highlight both opportunities and barriers. The contribution of this work lies in synthesising current knowledge on OERs and digital tools for green skills development, while also proposing a strategic framework for HEIs. Findings show that OERs democratise access to sustainability knowledge, digital platforms enable active and collaborative learning, and institutional support mechanisms enhance staff resilience and long-term adaptability. The paper concludes with practical recommendations for HEIs, including investment in sustainable digital infrastructures, systematic faculty devel-opment, and cross-sectoral partnerships. Implications for professional de-velopment and lifelong learning are also discussed.
