Discourse on digitalization is shifting from uncritical enthusiasm for technological innovation toward a more sober recognition of its risks and unintended consequences. While the transformative potential of digital technologies across all sectors of society is indisputable, it is increasingly questioned whether their development and deployment alleviate—or instead exacerbate—persistent challenges such as inequality, injustice, human rights violations, social polarization, environmental degradation, and global conflict. These concerns have fueled growing critique and the introduction of digital policies and regulations. Rapid advances in artificial intelligence further intensify these challenges and significantly complicate policymaking and regulatory efforts.
