As many companies have transferred their businesses from online to offline or integrated modes, fake websites have become a serious threat to the property security. Situation is more complex in China—many websites, which may be legal, sometimes could cause much more serious damage to the public, including the property, health or even life. In this study, we call this kind of websites as unreliable websites. Among all of these unreliable websites, the most controversial and widely concerned ones are unreliable hospital websites. If people visit these websites, there is a high chance to be intimidated or induced to consume in the corresponding unreliable and unqualified hospitals, which often lead to mounts of property loss and delay of treatment. In this paper, we proposed features and constructed a prototype system based on the decision theory to help people identify unreliable websites and corresponding hospitals from a design science perspective.
