Abstract
Public data authorized operation is an important institutional arrangement for promoting public data utilization and value release. This study examines how government, operating institution, and data user interact in this process. A tripartite evolutionary game model is constructed, with strategies defined as cautious/open authorization, low-/high-quality operation, non-use/use, and system dynamics simulation is used to analyze evolutionary paths. The results show that “open authorization–high-quality operation–use” is the ideal stable state, while “cautious authorization–high-quality operation–use” may be a suboptimal state during policy exploration. Reducing authorization costs, improving operation incentives, and optimizing pricing mechanisms can promote convergence toward the ideal state.
