Abstract

This study aims to elucidate the complex interplay between digital technology and education in international development. Despite the growing emphasis on a comprehensive approach to integrating digital technology and education in the field of development, their combined contribution remains underexplored in both theoretical and methodological dimensions. This study first proposes a synthesized theoretical framework that explains the dynamic impact of two components from the viewpoint of the capability approach. Subsequently, a trend analysis of the development finance flow is conducted to empirically assess the combined effect of digital technology and education, utilizing the OECD Creditor Reporting System dataset. The analysis applies a new methodology that integrates a machine learning technique into the existing systematic keyword search strategy.
