Abstract
The considerable increase in smartphones has changed the way websites are developed. An attractive and functional website is needed to arouse users' interest in this technological information innovation. This article studied the importance of using a responsive web design as the solution for smartphone users, due to its high use and brought an analysis of the websites of Higher Education Institutions in Portugal that have responsive web design or not. The methodology used was a case study of a quantitative-qualitative-descriptive nature with information searched from the existing literature and extraction of data from the websites of higher education institutions in Portugal by DGES and the Mobile Friendly website. The result showed that 82% of higher education institutions in Portugal have responsive web design. This innovation in information technologies creates an intelligent mobility and environment for mobile users.
