Abstract

This paper presents a proposal for the creation of what we call the "creative incubator" which is a technological platform whose objective is to support the development of community projects in the area of government. It is intended to use information and communication technologies to support interaction activities between government and communities, with the aim of encouraging the exercise of knowledge and creativity in the conduct of community projects. We developed a model for the construction of the creative incubator from a literature review in which we consider the expert recommendations about participatory interaction between government and citizens. The implementation of the model through tests constitutes the future work to be developed. When implemented, the creative incubator is expected to enable innovative solutions in community projects contributing to the modernization of public sector management.
