Description

Justice organizations are central to democracy. However, even democratic countries report justice high costs, slowness and unreasonable backlogs. Many countries have invested heavily in Information Technology (IT) to address efficiency issues. However, empiric studies to assess the impact of IT applications in the Judiciary are scarce. Our research aims to analyze whether IT fulfils its promise of higher court efficiency. Our research model contemplates three hypotheses related to the efficiency of courts of justice. The selected efficiency variables are clearance rate, process duration, and backlog. Hypothesis will be tested against data gathered in Brazil that covers 10 years of Court Case Management Systems (CCMS) use in Brazilian courts. The country has currently a ratio of 97,2% of judicial cases held digitally. The study takes a step towards understanding the contributions of IT to improve justice efficiency.
