Abstract
Regulations greatly influence the development and use of information technology (IT) and information systems (IS), with many rules governing IT artifacts. Consequently, IS research has engaged in studying regulation for decades, and in recent years, this focus has surged. However, prevailing conceptualizations of regulation-related IS research, while diverse, often oversimplify the multifaceted nature of this phenomenon, making it difficult to fully understand its implications and impacts on both theory and practice. To clarify the diverse conceptualizations and relationships at play, we provide a framework, based on our ongoing literature review, outlining eight ways in which IS research has conceptually acknowledged the relationship between regulation and other phenomena of interest. We advance IS research in two ways: by enhancing the conceptual understanding of regulation beyond existing classifications, and by identifying key questions from our framework to guide further inquiry into regulation's role in IS research.
