Abstract

Governments around the world are faced with complex challenges that require large scale public consultations with a wide group of stakeholders. This research is motivated by real-life examples of consultative processes conducted by the Australian Government often on the matters of national importance, which involve very large number of public submissions in the form of unstructured text. In this paper we report on a pilot design science project of implementing of a societal Decision Support Systems (DSS) called GenAIOpenGov DSS that aims to make these processes more dynamic, transparent and inclusive, through the innovative use of NLP and GenAI. The proposed DSS is implemented using an example of a recent consultative process on Responsible AI. In addition to its practical utility, the main research contribution is in articulation of an initial set of design principles for a class of societal DSS, based on insights gained through implement of its instance.
