Abstract
The metaverse presents transformative opportunities across various sectors, yet traditional development methods may not fully address its unique characteristics. Despite this, there is a lack of comprehensive guidance for institutions embarking on metaverse projects. This paper seeks to fill this gap by leveraging complex adaptive systems theory to create a strategic process model for developing metaverse initiatives. Using a case study from a university, we propose a six-stage process model that outlines how the institution applies iterative processes to initiate, envision, implement, mobilize, control, optimize, and enliven its metaverse development efforts. This paper provides valuable theoretical insights into the intricate and dynamic nature of strategic metaverse initiatives and offers practical recommendations for stakeholders involved in building a metaverse ecosystem.
