Abstract
Open government data (OGD) has many benefits that can be considered as public value for various stakeholders including public sector agencies, private sector agencies, academia, and citizens. OGD benefits require making effective use of OGD in different sectors to deliver public value. This study aims to explore factors that affect public value creation from OGD use in the public sector. In this study, a qualitative data approach is adopted using semi-structural interviews of Australian government employees who engage in using OGD in their public agencies. The findings of the study reveal that OGD availability, OGD use, OGD accessibility, open data quality, technical and skilled team support, privacy and security support, awareness support of the value of OGD, and Leadership support are the most crucial factors affecting value creation of OGD from public sector employee perspective. This research contributes to filling the body of knowledge in the OGD domain in terms of the public value creation from the public sector employee perspective which will help researchers, developers, and policymakers in improving the use of OGD in the public sector.
