Abstract
Malaysia has launched its Digital Government (DG) initiative in 2015 to in line with the implementation of the Eleventh Malaysia Plan (RMK-11), the changing scenario and the current environment of public sector ICT. The implementation of the DG is planned to offer more innovative services, accessible to the citizen and provide the efficient and integrated service delivery by 2020. The government agencies face problem dealing with change and proper planning cannot be done towards successful DG implementation. In order to address this problem, the study plan to develop conceptual framework for DG maturity factors to facilitate Malaysian Public Sector towards implementation of successful DG. The proposed conceptual framework suggests that Organizational Forms, Objective Technology, Institutional Arrangements and Enacted Technology have impact on DG maturity level. The final conceptual framework which including of maturity level phases, maturity indicator scores and the details of maturity flows will be suitable for future research development.
