Abstract

Population density problem will lead to some social and economic disturbances because of structural imbalances and inequality in municipal services provision. Smart city adoption is a smart solution to solve urban problems. However, its adoption in Indonesia is still less satisfiable, because of high operating costs as well as lack of knowledge to prepare smart city adoption. This study discusses the design of smart city readiness model based on technology-organization-environment (TOE) framework. Afterward, the model is examined to some local governments in order to know its impact on adoption decision. This study uses Smart PLS 3.2.7 to analyze the data. The analysis shows that smart city readiness model consists of three main elements, namely technological readiness, organizational readiness, and environmental readiness. The results of this study also prove that there is a significant relationship between those three readiness’ elements with smart city adoption decision.
