Abstract

Digital transformation (DT) initiatives in the public sector often unfold within institutional, financial, and infrastructural constraints that may hinder their effectiveness and long-term success. This study examines the readiness of Haiti’s public sector for DT by identifying the capabilities that are likely to facilitate DT-related efforts in this context. Drawing on the Technology-Organization-Environment (TOE) framework, we developed a DT readiness (DTR) model with six capabilities or 6Cs: leadership commitment, financial resilience, sustainable infrastructure, change management, collaborative partnership, and human capital development. We operationalized each capability in a survey of 62 public officials involved in DT initiatives. Using structural equation modelling, our findings reveal that leadership commitment, financial resilience, sustainable infrastructure, and change management capabilities significantly influence DTR. Mediation analysis further highlights the critical role of change management capability in translating collaborative partnership and human capital development capability into readiness. Finally, we also found that DTR strongly predicts perceived public-value creation. These results offer both theoretical implications for research and practical implications for advancing digital reform in fragile governance contexts and underscore the importance of aligning strategic leadership with operational capabilities to achieve sustained DT.
