Abstract

This study explores the role of Information and Communication Technology (ICT) diffusion in socio-economic development in West Bengal, India, using both primary and secondary data. Data were collected from 300 households through a structured questionnaire and a purposive stratified random sampling technique. The ICT diffusion index was constructed using Principal Component Analysis (PCA). The study is original in its multi-level approach, examining ICT diffusion at the regional, sub-regional, household, and individual levels. Findings reveal a positive correlation between ICT diffusion and socio-economic development. The research highlights that factors such as geographical remoteness, urbanization, and access to basic facilities significantly influence ICT-driven development across all levels. The study emphasizes the urgent need for accelerated rural infrastructure development, livelihood enhancement programs, and time-bound investments in regions with low ICT diffusion. Its results hold relevance for other developing countries with similar socio-demographic profiles, offering valuable insights for policy interventions and inclusive growth strategies.
