Abstract
The paper is concerned with the problems of technological change that face the developing countries in their striving to achieve economic and social progress. The unsatisfactory results of attempts to transplant too-advanced information technological activities into countries lacking the necessary supporting services and resources are noted, and some ways of avoiding these are discussed. The paper concludes with a strong recommendation to exploit the ordinary, and under-rated, telephone service as an instrument of development.
