Abstract
Concrete and effective policies for the development of hardware and manpower infrastructures in information technology and telematics are urgently needed in the countries of Africa, so that these countries may benefit from the on-going information phenomenon.A regional network for the maintenance and repair of micro-electronics hardware should be set up in Africa. Centres of excellence in telematics should also be established. Regional and international cooperation is essential to achieve these goals.
