This paper integrates identification and ethical decision making theories to understand how webmasters form moral judgments about the privacy of users on the World Wide Web. This integration is warranted because communication is fundamental to the role of webmaster, yet ethical decision making theories fail to acknowl- edge communication. The integrated theory will be tested using a scenario-based survey of webmasters.
