Digital Public Infrastructure (DPI) is increasingly recognized as a critical enabler of how services, markets, and governance are organized at scale. DPI which serves as the foundational layer of modern digital societies, focuses on organizing services at scale to deliver public value across societies and nations. From digital identity systems and payment networks to open data platforms and health information exchanges, DPI represents a new generation of socio-technical infrastructures that redefine how states, markets, and citizens interact (World Bank, 2023). At this juncture, emerging technologies, particularly artificial intelligence (AI) and modern data systems are redefining how DPI could be scaled and organized for a sustainable future. In this context, an intelligent and inclusive DPI ecosystem, can ensure equity by democratizing access to services for the greater masses (Sanches and Diniz, 2024).
The potential of emerging technologies for a smart DPI ecosystem also presents several challenges. With AI reshaping economies and governance, Responsible Digital Public Infrastructure (DPI) has become essential for safeguarding trust, equity, and transparency. A Responsible DPI provides the foundation upon which AI-driven services can scale ethically with guard-rails, ensuring that innovation aligns with public value and societal good (OECD, 2024). At the same time, data governance, sovereignty, and responsible AI practices are critical to ensuring trust, fairness, and inclusivity in large-scale public platforms. This track invites research on how AI capabilities, data governance models, and responsible innovation frameworks intersect with DPI to democratize public services, through intelligent ecosystems, for a more inclusive future.
