Abstract

The Brazilian “Bolsa Família” Program (BFP) is one of the largest income transfer programs in the world and a cornerstone for poverty reduction public policies. Although the BFP was largely discussed due to its economic and social outcomes, little is known about the Information Systems (IS) which support BFP. Therefore, this paper reports on an analysis on how the CadÚnico system evolved from fragmented, offline databases in the early 2000 to a unified, online registry that is an essential resource to the BFP operation. Nowadays, all over Brazilian citizens who seek to qualify for BFP income transfers are registered on CadÚnico, so that the system is an important source of information for other public policies. In order to explain the IS development, the paper accordingly presents CadÚnico trajectory and draws on Information Infrastructures (II) categories to discuss CadÚnico installed base, incremental evolution, and transparency.
