Abstract
The paper presents a knowledge based framework designed to support the project management of e-Government initiatives. The need is to promote the successful realization of e-Government projects, supporting all actors involved in the design and implementation of e-Government projects. This requires an organization that is able to (re-)design and (re-)invent its project processes continuously and dynamically. A conceptual approach towards knowledge based project management is described shown in an entity-relationship diagram, and a description of each component of the framework takes place, which ensures a very high level of adaptability in order to incorporate dynamic changes in e-Government project management. This e- Government project management framework is a key element for rapid and effective project management improvement of a public organization. A lighthouse project of the Greek public sector is presented to illustrate the application context, leading to reusable conclusions.
