Abstract

This article is a description of e-gouvernement. The Introduction defines e-gouvernment and presents three mains domains of e-gouvernement: e-administration, e-democraty and e-societal. The second part explores the domaine of e-administration (2.1) and discusses the value of e-administration for citizens and governments. The third part describes an evolutionary framework of e-administration. The fourth part describes four evolutuaries phases of e-administration: information (4.1), interaction (4.2), transaction (4.3) and integration intra-organizational and inter-organizational (4.4). In conclusion, the economic value of e-administration is pointed out.
