Abstract
This study investigates how chatbot technologies can enhance digital community resilience during crises, particularly during power and internet outages. We propose a lightweight, text-based chatbot system that facilitates communication, coordination, and problem-solving when connectivity is constrained. The system design incorporates human-bot interaction, bot-mediated communication, and peer-to-peer collaboration, allowing for real-time support and resource sharing during emergencies. A structured implementation framework is also proposed to support adoption by utility companies.
