Description

The realization of Sustainable Development Goal 4 (SDG 4) increasingly involves the integration of technologies such as Generative AI (GenAI). Nevertheless, its implementation continues to face various challenges. These challenges become more complex because each country has a different level of readiness. This study explores the governance landscape of GenAI implementation in education based on the perspectives of experts from Indonesia and Kazakhstan. The study employs a mixed qualitative design by combining a systematic literature review (SLR) and open-ended questionnaires addressed to experts in Indonesia and Kazakhstan. The findings reveal variations in national readiness, policy priorities, infrastructure conditions and capacity-building requirements between the two countries. From a dynamic capabilities perspective, the study highlights the importance of adaptive governance, digital infrastructure development and educational system transformation in supporting inclusive and equitable SDG 4 outcomes.
