Description
This paper reviews research on blockchain governance under geopolitical conflict. Drawing on information systems, economics, and management, it identifies three interrelated forces shaping governance: technological design, institutional legitimation, and global conflict. We argue that while states attempt to incorporate blockchain into existing regulatory and monetary systems, decentralized and cross-border uses of crypto-assets complicate control, especially during periods of geopolitical tension. The paper develops an integrative framework that explains how conflict intensifies tensions between sovereignty and transnational decentralization. By connecting fragmented research streams, it clarifies how blockchain governance evolves under geopolitical stress and outlines directions for future information systems research.
