Description
This paper fills an important gap by analysing the importance and role of organisational, human, and ICT support factors in the design and implementation of public policies, with particular focus on ICT support as a critical enabling factor. Based on expert interviews and qualitative analyses, two main ICT-related challenges emerge: (i) lack of interoperability and uncoordinated sectoral leadership hinder ICT integration and policy coherence; (ii) staff shortages and short-term policy focus weaken long-term strategic planning. These obstacles hinder effective governance and underline the need for a stronger organisational framework and integrated ICT systems. The paper also discusses practical lessons learnt from successful ICT implementations and concludes by highlighting the importance of improved ICT integration, cross-sectoral coordination, unified digital systems and enhanced capacity to increase the effectiveness of public policy. These findings contribute to improving administrative efficiency and governance through digital transformation.
